They (.h and .lib) are available. You can create console, PM,
and WPS programs with EMX. And there are samples for each of these types
of applications. And you can find the resource compiler, rc.exe, in
your OS2 directory. The only thing that is really missing is the
API documentation. However, the PM and GPI docs are available from
http://www.developer.ibm.com/sdp/library/ref/reference.html
