yes, the EMX port of gcc will compile for both targets and compile on both
platforms. it is a family app and able to prodruced such ones. dos targeted
exes need the extender coming with it and at least an i386sx to run on,
since they are 32bitted.
current version of emx is 0.9c, containing the gcc/gpp compiler with
patchlevel 2.7.2.1; it is freely available and comes under the gnu GPL
license.
expect compilation under os/2 to be real slow on the the machine you
mentioned, but it will work.
