OCL150.ZIP is 'O'S/2 'C'lass 'L'ibrary by Cubus, it is not the Open
Class Library by IBM.

Cubus' OCL is a freeware C++ class library that encapsulates PM and VIO
APIs and more.

It supports all the major OS/2 compilers; Borland, IBM, Metaware, and
Watcom.

OCL is lacking documentation, but for a freeware library I'm not
complaining, especially since the source code is available.

Cubus' OCL is probably not what you're looking for, for example, of the
little documentation there is, it states;

      "... Besides the above, there are no limitations for the
       distribution of the OCL via online services, BBSes or the
       Internet.

       The one big exception to this clause is: You are forbidden by any
       means to distribute the OCL over the Microsoft Network MSN."

See my web page below for more info about Cubus OCL. :-)
