While I can't disagree totally with you, it is a fact that cigarette
companies DO tailor some of their advertising to target teens and
preteens.
Further, it is a fact that cigarette companies DO make their product
available to teens and preteens in third world countries... presumably
in hopes of getting them hooked in order to create a market when they
are older.
In that respect, tobacco companies ARE at least partially responsible
for teenage smoking.

I've taught this to my kids and thus far (18 and 16) they are not users
of tobacco or alcohol. When and if they decide to do so, they will both
be aware that the responsibility is on THEIR shoulders.
