Not necessarily... Microsoft is pushing a so-called Windows Driver Model 
(WDM) for the next versions of BOTH W95 and NT... and it seems more like an 
NT model than the current W95 model.
Since NT's security and stability relies on keeping applications from 
accessing the hardware directly, it is conservative in allowing apps & 
drivers access. It is unlikely that Microsoft will be compromising this in 
future versions.
-- You're also asking about scanner drivers-- for better or worse, NT 
supports fewer hardware peripherals than W95-- this is true even for 
relatively common printers; in many cases, there simply are no drivers for 
hardware that works properly under DOS/Win3.1/Win95.
