Not my experience. And this tells me you have a 56K modem. Which one?
I've an external Etech Bullet V90.
With SIO, normally I get connects at 50667, sometimes 52000, and once in a
while 49333 (all bps) with my ISP.

I'm running Warp 4 fp 9, and I'm using SIO. And I don't see how a serial port
driver (provided properly configured and locked at _minimum_ 57600bps, better
at 115200bps if serial port and modem support that but most do nowadays) could
affect the connect speed, which is of a matter of only between the two modems
and not to the serial port driver in other words this is (or should be)
transparent to the system and to the serial port driver.
I haven't tried the Quatech drivers, because I never heard of it before, and I
see no reason to use the Quatech drivers. Your connect speeds are below mine,
so I might conclude from this that the Quatech drivers are less competent than
SIO, like you make general conclusions exclusively from _your_ experience.
You might as well buy a better modem.
Again, my experience with SIO is different.
