This would work if SYS mounted..  If SYS doesnt mount you cant load it..  :}
A better idea is to have VREPAIR, INSTALL, and any necessary NLM's on your C: 
drive boot partition (with SERVER.EXE)..
You could use LOAD C:VREPAIR at this point..
