That says that something on your hardware stinks.
- RAM
- cable problems
- disk problem
- BIOS settings
- .... anything else!

Remove any hardware (sound card, modem, network card, .... to get the 
minimum hardware (RAM, graphic card, keyboard) and try to boot to 
commandline.
Yes, you may get some errors from drivers yet - but ignore them until 
you knows that theyr devises are not the problem.

When this goes ok then insert devise after device and boot full.

With boot with Alt + F5 - and then normal you will be asked if an 
particular driver should be loaded. So you can them temporary remove 
from the system without playing with config.sys.
