Comparing Windows to a Linux distribution (with ALL the software bundled with it) is like comparing flour with a big mac. http://dict.die.net/linux/ - The GNU project has provided large numbers of quality tools, and together with other public domain software it is a rich Unix environment. A compilation of the Linux kernel and these tools is known as a Linux distribution. So, I think the real argument here should be "what's a fair comparisson". If someone was to build a Linux distribution (could base it on RedHat for example), and put it together as a like-for-like match to Windows (i.e. include a basic text editor, calculator, file manager etc), then this would prove a fair comparison imho. We could call it "Winux", and it would exist purely to prove a point.
