The University of California has had success enhancing spatial skills
in 3 - 10 yearolds by having them play the piano and participate in a
music singing class. It was an interesting study conducted about
concluded about two or three years ago.

Where it can be developed, or is going to be developed naturally is
another matter. However, the study would hint that it can be enhanced
through some basic educational techniques.
