   I stand corrected on that -- 7 out of the 500+ coordinators are
   elected.  One is elected whenever the previous occupant gives up or
   ticks off too many of his peers.  Six are elected by the coordinators
   that they have appointed one level below them.

  Just because it might usually happen that way, doesn't mean that it
  will always happen that way -- especially until policy is amended to
  allow it to be true.
