They do have to be in the same workgroup to browse from Network Neighborhood, 
however, from either W95 or NT 4.0 if you RUN \\COMPUTERNAME, that will bring 
up the computers shared resources, no matter what workgroup or domain it is 
is.
NET VIEW \\COMPUTERNAME
from the command prompt is also a good way to check as it is independent of 
workgroup/domain limatations on browsing. the RUN \\computername or NET VIEW 
\\COMPUTERNAME is a good way to check NIC and cabling/concentrator hardware 
setup...specailly in a newbie's two computer network .
