Mike,
As far as Flashing your modems, I have never needed to unlock the port speed 
to flash my modem (USR Cour.). I just tell the flash program what the port 
speed is. The only thing I've found that MUST be done is to change the 
settings for the DOS session so that SIO_VIRTUALIZE_16550A is OFF.
