Well, again, they do have a strong exploratory function.  But, take for
example Arena:

"The Enterprise is the only protection...
in this section of the Federation.
Destroy the Enterprise, and everything is wide open."

The ONLY protection, mind you.  There's not another organization that
handles the military stuff.  Starfleet is it, that's all there is.
