Any old browsers that'll operate on an already-existing DSL connection?

I have a Win98 computer with a G: partition that's all 16-bit & I'd like to
make a boot floppy and install Windows 3.11 on G: and use the net and apps on
there, while running under Win98. . .

Can it be done simply enough, in a DOS window under win98?
