Hi Joe,
  What an atrocious place!  Dirty water makes me cringe, and it sounds
like those birds are suffering.  I'm so glad you've contacted the vet
who is in charge of licensing the store.  I hope he doesn't give them
any warning that he's coming in so that he can see the normal conditions
these poor birds are living in.  Let's hope he gets shut down and those
birds get to a vet pronto.  Keep us informed.
