Version 2.0 or 2.1, certainly not 3.

The "Developer's Toolkit for OS/2" (a SDK = Software Development Kit) is a 
collection of documentation, libraries and tools to let you write software 
special to OS/2.  It explains the OS/2 API (Dos, Vio, Kbd, Mou, Win, Gpi, ... 
routines).  Without the toolkit you could only use your compiler's libraries 
(more or less ANSI C/C++).
