 Spam *has* to be easy to legislate against, becasue the only way
they can get money back is to send a return address, no matter which
means they use to send it! Making mass-mailings illegal, would stop
it dead.

 Exactly... and like the porn industry it can only grow if it is
legal (or tolerated). Unlike pedophiles, porn and spam are not a way
of life. Purveyors pf porn and spam are in it for the money, and a
big fine plus a term in the slammer sort-of spoils the profit.
