setiathome is designed to use each CPU cycle it can get. So the CPU
meter will always be at (or nearly) 100% independent of what you're doing.
Run
setiathome -nice 1
when you likes that seti gets only CPU if nothing else requires it.
But even then 99,9% CPU usage is normal but as seti is running in idle
mode it will give up CPU whenenver an event of each possible kind asks
for CPU.
