Considering the nature of the Internet beast, that could be a challenge.  If 
you're using Windows '95 you can look at the DUN icon and get the connect 
rate (assuming you have the proper .INF file), but nothing that I've found 
will show you the current connect speed.  You can try downloading a file of 
known size (which should be at least 1Meg) and see how fast it comes in but 
that's not a true test (again, nature of the beast) as there are inherent 
delays in the Internet itself that will skew your results.
