  Wrong.  I wrote a program to test it.  It is definitely 50 by default.
  The CP Reference is wrong.

  Remember :  The FILES= statement in CONFIG.SYS has nothing to do with
  OS/2 itself.  It is used by VDMs to control the VDM file table sizes.
  The default for FILES= may be 20, but that doesn't affect OS/2 processes
  one iota.
