        You're correct in that there is no resource (i.e. dialog)
EDITOR, although the resource COMPILER is in the \os2 directory.
IBM has taken up URE as its resource editor of choice, and may,
hopefully, release their older resource editor as an EWS (employee
written software).  However, there are other ways, such as getting
the demo version of Guidelines, which creates standard *.rc and *.dlg
