I'd add that there are "too many chiefs and not enough Indians" in many
school districts, particularly larger ones. When you look at a payroll and
see many high-pay people doing the same administrative jobs (or with job
titles nobody can understand), the organization is top-heavy. It's like the
papers that now have almost as many editors as reporters.
