That's because the typical (or stereotypical) crooked mechanic operates on
a one-to-one level and is easily prosecuted. Basically just a side effect
of lazy law enforcement.
The white collar criminal steals only a dollar or two, but from millions of
people. Much more bucks involved, but also much more difficult to
prosecute, and virtually impossible to prosecute at any local level.
We're waking up though! :-))
