I noticed that pppdial would sometimes not timeout.  It acted as it was
missing the "NO CARRIER" or "BUSY" message, but I'm not sure.
I ended up writing my own rexx script kill ppp (and pppdial.cmd) and
start all over.  It also does some other things specific to my system,
such as creating a RxQueue for some IPC.  Here's the basic idea;

do forever
   'detach ppp.exe ... 2>&1 >\tmp\ppplog.txt'
    sleep 30 seconds
    ping host 10 times
    if successful then leave
    kill ppp
    sleep 10 seconds
end
do forever
    check rxqueue for busy string(s)
    if none then leave
    sleep 5
end
kill ppp
This was with pppdial v2.8, it may be fixed in v2.9 or v3.0.
