What, no V.34, V.FC, MNP-4 or MNP-5 mentioned?  Bloody hell.

EQM is between 18-22 (with >10 denoted by NetComm as being "very poor").

And at -50dBm, the Rx signal level is constant...  constantly dreadful!

Is that the normal string, or was there no LAPM etc with that call? 
Anyway, given the above, I have just two comments:  

Firstly, it's probably a credit to NetComm that they actually manage to
maintain a 28800 connect with such terrible signal levels, assuming of
course that those levels DO in fact read accurately.

Secondly, those levels would also tend to indicate that whilst YOUR lines
are a know good quantity, Paul's could indeed be better.  This is probably
the first real indication we have that his lines aren't all that great,
too.
