Is OS/2 similar to Win95 in that Win95 almost requires the modem to be on

I run all my modems under DOS 5.0 except one, which is on my wife's computer
using Win98, Beta3. And when I flashed the modem, I shutdown Win98 to MSDos
to do the flash. I didn't go to a DOS window under Win98.

You might try booting from a DOS only floppy and see how it does that way.. I
know WIN9x can be cantankerous about running anything in a DOS box. OS/2
might be similar.
