I know they have to use that to make it fit the USS pattern they're looking
for.  But Kirk even uses the term generically in Triskelion ("We're
officers on a united space ship").  They're so proud of the fact that
something or other is united, but they're not clear what.  I think in the
beginning they were thinking in terms of the Earth being united under a
one-world government (Sounds thrilling, doesn't it?  One-Size-Fits-All
solutions for everyone).  In a lot of those early episodes they talk about
the Enterprise being specifically "an earth ship".  The concept
of a multi-race, multi star system galactic Federation didn't come until
later.

It's always struck me as wrong the way we have bits and pieces of the UN 
spread all over the Earth, but the thought of having all the bits and 
pieces in the U.S. of A. scares me even more!!
