TA>Should I keep them in the dark for a rest period each day,

15 hours daily maximum, Ack. Nighttime is when plants make the most
use of the nutrients formed in the daytime by photosynthesis, and
do their growing. They need that rest. They also need the temperature
differential to slow down their susceptibility to disease, and to grow
stockier. The fact it is cheaper to shut the lights off for 9 hours
daily may appeal to you, too. :-)
However, 15 watts is not enough light for those light-loving veggies.
Better to use 40 watters, with the plants almost touching the bulbs.
  Sorry.
