    Both schools and hospitals are institutions whose success depends heavily 
on behavior that they cannot control (did kid study or did patient keep 
smoking after heart transplant).  Hospitals and some (magnet or private) 
schools must compete in selling themselves to a market that is rather 
ignorant about medicine or teaching.
