->  MMC> Once it's broken loose, hose it thoroughly with water to rinse out

 I used to use a compount scommon with Locksmiths. It was alcohol based
with Graphite in it. The Alcohol would evap[orate leaving the Graphite
behind for a lubricant. 
But once they rust the only real solution if you intend to keep the car
is replacement. Once the liner gets work badly anything other then
replacement is only a temporary crutch.
