W2K became unstable.  The backup wouldn't boot.  So I did a fresh install.

Then:
http://www.practicallynetworked.com/sharing/netbeui-w2k.htm

Then changed two zeros two ones.

Now W2K can see the other machines.  W4\Connections\\\Create connection\ 
  SYS0005: Access denied.
