Hmmm, must be one of those secret votes again. :-( I wasn't aware the
voting had already started. Ward is still in the process of making
"roll calls" to establish the list of qualified voters....

Anyway, even if he voted in favour of /a/ policy changes in the
initialisation phase, it still does not imply that he will actually vote in
favour of /this/ proposal in the ratification stage.

Let's not skew things by being too eager to get yes votes. *Cs should be
given ample opportunity to consult their regions before we declare any
votes as cast. Otherwise we will end up in a situation where people will
say afterwards that the outcome isn't valid because the sysops weren't
consulted.

Everyone that contributed to this document has done so as an individual and
to have the list suggest otherwise is wrong and is ammunition for the
opposition.
