The audience of that passage is not government nor the justice system.
Under your interpretation, there should be no justice system, since God
alone will take justice. Kind of makes it hard to keep a society
together, no? Must be talking to individual Christians not taking
justice into their own hands, or exacting revenge, which is exactly
what it says. Didn't God use earthly sources to exact justice upon
those whom he was chastising or punishing?
