In my Advanced tab on the options dialog, I have only two items that deal
with the mouse.

1. Use Autoscrolling
2. Use Smooth scrolling

I've checked all combinations of these two boxes to no avail.

ISTR that the old Mozilla did have a scroll wheel option.  But my memory
could be faulty.

Does anyone have other scroll settings in the advanced dialog?

I'm using FF v2.
