  Perhaps you haven't dealt with Rockdale council yet?  Apparently, they have 
the decency to suck you in to start building  (and get half way there) before 
telling you that you weren't supposed to start building at all.

  Well, it gets worse than that, but I didn't want to make you feel too good 
about Drummoyne.
