I have heard of that here in Oregon but have not seen it enforced (at least
I havn't). They stick a sensor in the tail pipe and stick an inductive
tachometer on your hood and if you pass you pass. An interesting side note
on this is Chevy small block engines, they are all the same size on the
outside. You could replace a 283 with a 400 and they would never know with
out having a casting number book there. Although a seasoned mechanic could
tell just from the tempo of the rumble coming out of the pipes.
