Just look at the importance of "public relations" employees in a school
system who spend their whole day doing nothing but C.Y.A. for the
administrators if you want to see how big the problem you mention really is.
Like you say, the "public relations" peoples' job _is_ telling parents,
taxpayers, and the media that the administrators can do no wrong.
