Of course the Apostles are fallible as human beings.  
The point here is that, by definition, Paul's writings
have the same authority as Moses' or any other prophet.
If not, then Paul is not an Apostle.  

Most Christian believe that God is the Author of 
Scripture, which makes Paul's writings infallible,
even if Paul himself was.
