The _student_ is not the "customer" in the K-12 industry, since the
student neither pays the bills nor (for the vast majority of students)
chooses the school he goes to.
Any evaluation of K-12 education as an industry according to normal
economic definitions would find that the "customer" is the _taxpayer_,
because it is the taxpayer who pays the bills and chooses "what store to buy
from" by where he lives.
Therefore, keeping the "customer" happy to keep the customers from
leaving your place to go to a competitor (whether a private school or moving
to another school district/attendance zone) depends entirely on keeping the
_taxpayer_ happy. It's the adults, particularly the parents, whose loyalty
to the public system you cannot afford to lose...not satisfying the kids!
