It could if all the nodes in the Net were in a convenient telephone calling
area.  However, Region 17 covers more provinces and states than Region 19
does and many of those are subdivided into several nets.

If one could get the technical documents in shape, one would not have to
touch P4 because it references the latest technical documents.
