They've already developed both of what you mentioned. As said already,
the  "scanner on a integrated circuit card" has been developed to my
knowledge over 8 years ago (and they were probably developed even before
that for gov or mil useage, but I had a scanner I.C. card a long long time
ago..   I do know that they make some really super-duper sophistcated
"scanners on a card" that cost like $50,000 each and they allow you to
add in additional RAM modules (which are on seperate cards) and each
RAM cartridge allows you to store a ceartain amount of channel memories,
(plug in like 2 RAm cartridges and your scanner can memorize 50,000
channels which you can instantly access..) [they also have the same
thing but it stores all the channels on a Hard Disk which then reaction
tunes your scanner automatically when you choose a frequency in the 
ftware.]
And as for your last idea about scanners being able to tune into multiple
frequencies simultaneously and even storing conversation on RAM/DAT,
etc.... thats also been developed long ago and you can find such
features on high-end equipment which the government uses, as well as
stuff similar to the Packet Analyzers and RF Analyzers that the Telecom
industries use.
