    Foreign aid expenditures do not approach the existing annual budgets of 
the K-12 education system, so you could not double the K-12 school budget by 
eliminating foreign aid.  Federal statistics say over $222 billion is spent 
on K-12 education yearly, while foreign aid to all countries and 
international organizations is less than $15 million.
    Sheila is right when she says that your idea of halving teaching loads 
would depend entirely on convincing local taxpayers and state legislators to 
vote to double taxes.

    Pure conjecture, and very dubious conjecture at that.
    Kids who become criminals do so mainly due to bad (or nonexistent) 
parenting at _home_, involvement with drugs (mostly out of school), or 
usually both.  There is no reason to believe that having each teacher in K-12 
schools do less work will change the inadequate parenting or involvement with 
dope.
