Ok Tom,I understand. Once again, mis arrests in IL and KY are not possible in 
most cases without a warrant in most cases exc dv just since 87?IL
Date remembered so clearly because day one I used it in a longstanding dv 
situation where man regularly beat his wife and towed his car.
He was so used to the impunity that he [rpudly was driving into town after 
his wifecalled SO. Until that point we had weekly calls which we could do 
nothing aboutbecause victim did not/would not prosecute. I went back to CSX 
shortlu after that  and never did hear of any more cases this couple was 
involved in.  She was beautiful and did not have broken teeth or anything 
which makes one wonder. I often did. TN mis arrests wo warrant are 
commonplace without the oft policy mandated citation in lieu scenario. We 
have a 24 hour night court where civikians can go in fill out paperwork and 
cause arrest without any other police investigation.
