I bought the 'OS/2 Debugging Library' (PartNr. SBOF-8617-00) from IBM Direct
Germany, which has a literature service. The price tag was DM 193.75.

Abstract:
The redbooks in this SBOF are intended to provide information and reference
materials to help perform OS/2 debugging.
The publications will provide an introduction to OS/2 debugging along with
working examples of debug code.
Reference materials to use both the kernel and dump formatters are also an
essential part of these publications.
The redbooks are mainly intended for use by service personnal, system
programmers and software developers.

To give you a better idea of what's included in these manuals, this is the
abstract found on the first page of them:
Volume I: Basic Skills and Diagnostic Techniques
This volume introduces the concepts of debugging with practical examples.
Also contained in this book is a CDROM version of the entire library, which
is viewable via the OS/2 INF view utility.
Volume II: Using the Debug Kernel and Dump Formatter
This volume provides necessary information to set up and use the Kernel Debug
and Dump Formatter tools. Also this guide serves as a command reference for
these products.
Volume III: System Trace Reference
This volume includes all system tracepoints contained within OS/2.
Volume IV: System Diagnostic Reference
This volume provides details of internal structures used by OS/2.
