A node form outside OZ calling a node inside OZ is not the situation I had in mind.

Picture a node /inside/ OZ calling or attempting to call a node with a 000-
number. It makes no difference if the destination is inside or outside OZ.
If it is so configured that a call to a node with a 000- number results in
getting the emergency serve, it will do so irrespective of the location of
the node to be called.
