I'd never use the p2p networks to get patches of any kind, too much of a
security vulnerability itself, but I don't see why ISP's couldn't cache the
iso's.
Anyway, I don't think you'd have 100% (of PC's) downloading iso's every
month anyway, so I doubt if it would even have much of an impact on the
internet.
