Look further in your CONFIG.SYS for the following:
        DEVICE=C:\NETWARE\VSHELL.SYS PRIVATE
Note the word "PRIVATE" at the end of the line.  This dictates whether
your DOS sessions will be launched as public (GLOBAL) or private login
sessions.  The is separate from your global login under your initial
OS/2 session at startup.  The default for this line is GLOBAL.
Your requester should be defaulted to support up to eight (8) private
sessions running at one time.
Insure you have your appropriate LOGIN commands in your AUTOEXEC.BAT or
customized .BAT files to invoke a LOGIN prompt when your launch your DOS
session(s).
Also, create a small batch file to do a LOGOUT and EXIT when you wish to
close the private session.  I have a simple batchfile called LEXIT.BAT
that I use.  It simply reads:
        LOGOUT
        EXIT
This all works very well for me.  Your mileage may vary. :)
