Actually, the drafting aspect didn't occur to me when they were discussing
this.  The original speaker made some proposal that motor vehicles be
prohibited from coming within three feet of bicycles; but in the discussion
that followed, it was suggested that it not be a 'bicycle specific' law but
one generally applicable to any vehicle on any roadway.
