putting wet lubricant inside a cable tends to be counter-productive
as the lubricant gathers dust and the dust jams the cable. Using a dry
lubricant like graphite powder is probably better,

There's a special tool tha can be used to inject lubricant into a cable:
it's sort of like a split gland that clamps over the cable and sheath and
provides a port for injecting the lubricant.

I've seen new cables that have a plastic liner in the sheath that acts as a
lubricant when the liners wear out they whole assemlby (cable liner sheath)
should be replaced.
